Job Description and Performance Requirements

II. Job Title: Crew Leader
III. Responsible To: City Manager
IV. Job Summary:
Responsible for planning, organizing and directing the City’s Public Works Department including water distribution, wastewater collection, Streets/Parks Divisions; do related work as required.
V. Job Functions:
Communicates effectively and courteously with the public and other City employees. Prioritizes heavy workload effectively. Makes ethical decisions that conform to applicable laws, departmental policy and regulations.
VI. Principal Duties and Responsibilities:
A. Direct, oversee and participate in the development of the Department’s work plan; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.
B. Reviews daily work orders, assigns and supervises to ensure task/work is completed and report progress and problems to City Manager, or his designee.
C. Responsible for monitoring crews to ensure assignments are completed in an efficient and timely manner. Typical crew duties are meter changes; inspect, repair and maintain water lines and valves; inspect, repair and maintain wastewater collection lines, manholes, cleanouts and culverts; hydrant checks and maintenance; follow up on customer complaints; emergency calls and requests, etc. (sewer stoppage, leaks, line pressure and flow testing, dirty water, etc.).
D. Maintains inventory of supplies, equipment and chemicals used; monitors use of appropriate supplies, tools, and equipment.
E. Monitors water flow and water pressure for water distribution and wastewater collection systems.
F. Participates in the maintenance of water/wastewater mains, water valves, manholes and vaults and fire hydrants; installs new water/wastewater taps and water valves as necessary; inspect for leaks or breaks in water/ wastewater plant and field equipment.
G. Maintains all lift stations to ensure compliance with state regulations.
H. Locates water and sewer lines for contractors; works with surveyors, engineers & contractors on a variety of projects effecting water and sewer systems.
I. Monitors and evaluates employee performance; ensures personnel are adequately trained in safe and efficient use of equipment and maintenance procedures and techniques.
J. Communicates, explains and enforces City policies and procedures as applicable; participates in departmental meetings; informs, advises and receives input on water, sewer and streets/parks field operations with other division personnel.
K. Maintains records of time, material, and equipment used for projects or services.
L. Recommends schedules and methods for providing maintenance and repair services; identifies resource needs; reviews needs with appropriate management staff.
M. Continuously monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned field operations programs, methods, and procedures; works with personnel on the continuous improvement of field operation services, policies and procedures.
N. Responds to and resolves public inquiries and complains; confers with customers regarding problems and provides assistance as necessary.
O. Subject to after-hour call-out for emergency situations. Works in an out-of-door environment subject to extreme temperatures and inclement weather, and intermittent exposure to dust, fumes and loud noise intensity; maintains physical activity over prolonged periods of time including standing, walking, kneeling and stooping in awkward positions, and moving/lifting heavy objects as required by job.

VII. Required Education, Degrees, Certificates, and/or Licenses:
A. High School diploma or GED
B. Texas Drivers License, Class “C” or above
C. Possession of, or ability to obtain within six months of employment, a
Class C water and Wastewater certificate from the Texas Commission of
Environmental Quality (TCEQ).
IX. Experience, Training, Knowledge and Skills:
Training or experience in construction, maintenance, and repair activities related to assigned operations and services. Possess good decision making skills. Competently perform under stress when confronted with high priority situations and distractions. Must have a minimum of 2 years experience in operation of various types of heavy and small equipment used in street repair, water and wastewater line repair and park maintenance.
IX. HEALTH REQUIREMENTS
A. Maintain a degree of physical fitness necessary to the performance of assigned duties and responsibilities which may include the following: Lifting or carrying light to moderate objects weighing up to 80lbs; operating assigned equipment. Ability to stoop, squat, kneel, climb and stretch
