An Ordinance amending Chapter
150 of the City Code of Gladewater, Building
Regulations, providing for severability and
establishing an effective date.
BE IT ORDAINED by the City Council
of the City of Gladewater, Texas:
ARTICLE I
§150.02 SCHEDULE OF PERMIT
FEES
(A) Plan review Fee: 25% of building permit
fee, separate and in addition to the regular
permit fee.
(B) Residential permit fee (includes new
construction, additions, remodels, renovations,
fire damage repair, etc.): Building permit,
$.14 per square foot under roof, but not
less than $30.00 minimum permit fee.
(C) Commercial permit fee (includes new
construction, additions, remodels, renovations,
fire damage repair, etc.): Building permit,
$.14 per square foot under roof, but not
less than $30.00 minimum permit fee.
(D) Single trade permits: Permits are assessed
per address and each apartment constitutes
a separate address.
Accessory Building $30.00 each
Electrical $30.00 per address
Plumbing $30.00 per address
HVAC $30.00 per address
(E) Shell buildings: 80% of the fee for
completed buildings.
(F) Interior finish: 40% of the fee for
completed buildings.
(G) Certificate of Occupancy: Commercial-$30.00;
Residential-$10.00
(H) Swimming pool, spas and hot tub:
Swimming pools
In ground $75.00
Above ground $50.00
Spa or hot tub $25.00
(I) Drive approach: $25.00
(J) Fire alarm system: $25.00 for the first
item and $1.00 for each additional similar
item per address.
(K) Fire protection system: $25.00 for the
first item and $1.00 for each additional
similar item per address.
(L) Re-inspection fee: $10.00
(M) House moving fee: $35.00
(N) Sign Permit: $25.00
(O) Underground tanks: $50.00 for installation
and $25.00 for removal.
(P) Refunds: Permits that are cancelled
at the request of the permit holder may
be refunded at not more than 80% of the
permit fee provided that no work has commenced.
The fees provided for in this section must
be paid before reissuing or reinstating
the permits required by this section.
(Q) Other fees:
Inspections after hours
(emergencies only): $25.00 per hour with
a two-hour minimum.
Inspections other than those
specifically listed herein: $25.00 per hour
with a one-hour minimum.
ARTICLE II
That Chapter 150 of the Code
of Ordinances of the City of Gladewater, Texas,
be amended by adding §150.03, Registration
Required For Certain Trades, to read as follows:
§150.03 REGISTRATION REQUIRED
FOR CERTAIN TRADES
(A) Before performing any work
in the City of Gladewater, electricians, plumbers,
HVAC contractors, sign contractors and electrical
sign manufacturers or contractors must be
registered with the City of Gladewater. Applications
for registrations shall be on forms promulgated
by the Building Inspector.
(B) To be eligible for registration, each
applicant must provide proof that the applicant
is currently licensed by the State of Texas
to perform the particular trade, that the
applicant meets the minimum insurance and/or
bonding requirements of the State of Texas
and must pay the registration fee.
(C) The registration fee is $30.00 per year.
(D) Revocation of registration: Any registration
granted under this chapter may be revoked
upon the recommendation of the Building Inspector
with approval of the City Council if the holder
of same violates any ordinance or law relating
to the particular trade, or is found guilty
of trade practices which are hazardous to
life or property, or for transferring or allowing,
directly or indirectly, any firm, person or
corporation other than the lawful holder to
operate or obtain permits to perform work
under the registration, provided the holder
of same be found guilty by the City Council
of such violation. When a registration is
revoked, a new registration will not be granted
to the same firm, person or corporation for
a period of one year.
ARTICLE III
That §150.11 of the Code
of Ordinances of the City of Gladewater, Texas,
Additional Codes Relating to the Construction
of Buildings, be amended to read as follows:
ADDITIONAL CODES RELATING TO
CONSTRUCTION OF BUILDINGS
§150.11 CODES ADOPTED
There are hereby adopted the
International Residential Code, 2000 Edition,
the International Plumbing Code, 2000 Edition,
the International Mechanical Code, 2000 Edition,
the International Energy Code, 2000 Edition,
and the International Fuel Gas Code, 2000
Edition, 2000 Edition. A copy of each of said
codes shall be kept in the office of the building
inspector.
ARTICLE IV
Any ordinances found to be
in conflict with this ordinance are hereby
repealed so far as the portion of such ordinance
is deemed to be conflicting.
ARTICLE V
If any portion of this ordinance
is deemed invalid by a court of competent
jurisdiction, the remaining portions shall
continue in force and effect.
ARTICLE VI
These amendments to Chapter
150 shall go into effect November 1, 2004,
and they shall apply to construction of all
buildings in the City of Gladewater, Texas
concerning which application of a permit of
any type is made after said date.
